When it comes to human rights ME is messy; always been. Something I would say a lot of expats turn a blind eye to or ignore. I had a friend who had been missing in Dubai or Abudhabi for 5 plus years. No idea where the guy is; their family had been in touch with the local police and Indian embassy. Heard a rumor that he got into some pretty serious shit and has been in jail since. But the officials never confirmed it ! Not a clue what could have happened to him
